I was wondering if there are any circumstances when bankruptcy does NOT get granted?
If so then what would be the next step?

It's massively rare. It could in theory happen if someone that could actually pay their debts was just trying to abuse creditors. Only a very tiny number of debtor's petitions are rejected; the number is so small that for most official statistics purposes the number of debtor's petitions presented is treated as being the same as the number of people made bankrupt on their own petition.
